NIRAS Fraenkel were responsible for the design and project management of construction of three ferry terminals for Shetland Islands Council who operate an inter-island ferry service throughout Shetland. The existing terminals at Toft and Ulsta on the Yell Sound route and at Oddsta on the island of Fetlar had reached the end of their useful lives and urgently needed extending and upgrading to cater for modern ferry vessels which the Council were introducing on the route.

The replacement terminals were designed for safe operation of the new ferries. These are much larger than the vessels which had been using the old terminals.

A number of sites for new terminals were investigated taking account of factors such as wave exposure, water depth, ground conditions and road access. On the Yell Sound route it was concluded that the sites of the existing terminals were the most appropriate and could be redeveloped. On Fetlar, however, an entirely new site was chosen at Hamars Ness on the north coast of the island, as the existing Oddsta site had unacceptable wave exposure.

At each site marine works included dredging to provide water depth for larger ferries, breakwater construction where necessary to limit wave exposure, open piled jetties to minimise wave reflection within the terminals and automatically operated ro-ro linkspan bridges connecting vessels with the shore. Onshore work included new booking offices, toilet blocks and buildings housing mechanical and electrical equipment. In the existing terminals at Toft and Ulsta road layout and marshaling areas were modified to suit higher vehicular traffic flows. A new road was constructed on Fetlar linking the site at Hamars Ness with the road system on the island.

Design work commenced in 2002 and the terminals were all fully operational by the autumn of 2004. The construction cost for the three terminals was £11.5 million.
